CHICAGO — While retailers await the U.S. Food and Drug Administration’s (FDA) public list on which tobacco and vapor companies submitted premarket tobacco applications (PMTAs) by the Sept. 9 deadline, some manufacturers are choosing to publish what they submitted.
The FDA has one year to review products that were filed on time—although it has noted it may not make that deadline.
In the meantime, the FDA recommends c-store retailers talk to their manufactures to see what products can legally be sold.

E-liquid company Riot Labs, Milton Keynes, England, said it submitted its PMTAs for the following products: Pink Grenade, Sub Lime, Tropical Fury, Blue Burst, Cherry Fizzle, Rich Black Grape and Ultra Peach Tea. All were submitted in 0, 3 and 6 milligrams or 20 and 48 milligrams for nicotine salts.
The applications have moved to the substantive review phase, Riot Labs said. This means the FDA will now review whether the products are appropriate for the protection of public health.
Riot Labs was founded in 2016 by Ben Johnson, Riot Labs CEO. The company’s Riot Squad brand moved into the international market by 2019 and its products are available in more than 86 companies, Riot Labs said.
Boulder International, Boonton, N.J., submitted PMTAs for multiple devices and flavors of e-liquid, the company said.
The filing included the Boulder Rock and Aspen Slim devices and American Blend and Menthol flavors. Four strengths of each e-liquid were submitted.
Boulder also has new devices under development which it intends to submit in future applications, the company said.
Humble Juice Co., Thousand Oaks, Calif., submitted its PMTA for 84 e-liquid products in various flavors, nicotine levels and sizes.
The manufacturer’s products include 30 milliliter salts and 60 milliliter e-liquids.
"Our long-term strategy will include the release of additional flavors and nicotine levels," Humble CEO Daniel Clark said. "In the near term, we are focused on working with the FDA to obtain marketing orders for the products submitted in our initial PMTA."
Humble Juice was started in 2015 by Clark and has grown into an international business with an e-commerce and retailer presence, according to the company.
